Accepted Answer

Open tenders, widely used in Dubai, allow any qualified company to participate. These tenders are central to Dubai’s procurement system, promoting transparency, competition and fairness. Tenders are publicly advertised to ensure maximum visibility and accessibility, inviting proposals from all interested suppliers and contractors.

Question 7

What are the different responses sought by tenders?

Accepted Answer

Dubai government entities use various types of procurement requests, each with specific objectives and requirements.

An expression of interest (EOI) is a formal invitation for suppliers to express interest in a project or contract opportunity. It enables suppliers to provide preliminary information about their qualifications, capabilities and relevant experience without submitting a full proposal. When responding, companies should highlight relevant expertise, past projects and delivery capabilities. A strong EOI can strategically position a company for subsequent procurement phases.

A request for information (RFI) is used by Dubai Government entities to gather comprehensive information about suppliers’ capabilities and offerings before issuing a tender. Companies should respond with clear, relevant details about their products, experience and unique value propositions, while carefully addressing specific questions posed in the RFI. A well-prepared response enhances visibility and competitiveness for future opportunities.

A registration of interest (ROI) is a preliminary stage where suppliers submit their intent to participate in an upcoming project or tender. By registering, suppliers confirm their interest and ensure they are notified when formal tenders or RFPs are issued. Companies should provide comprehensive information on qualifications, capabilities and relevant experience to demonstrate their suitability.

A qualified supplier list (QSL) or approved vendor list (AVL) is a list maintained by government entities to streamline procurement by pre-approving suppliers who meet set standards. Suppliers can proactively register on these lists by becoming approved vendors, even if not specifically requested, to confirm compliance and improve eligibility for future tenders. Being listed enhances visibility and positions companies for future contracting opportunities

A request for quotation (RFQ) is issued to obtain detailed price estimates for clearly defined products or services. Companies should provide precise pricing, detailed product specifications, and relevant terms and conditions. A clear and complete response facilitates effective evaluation based on both cost and compliance.

A request for proposal (RFP) invites suppliers to submit detailed proposals covering technical specifications, project plans, qualifications and pricing. Companies should prepare comprehensive, well-organised proposals that clearly address all requirements, including methodology, timelines, cost breakdowns and relevant expertise. A strong RFP response demonstrates an in-depth understanding of project needs and enhances the chance of winning the contract.

A request for tender (RFT) invites suppliers to submit proposals for specific products, services or projects, usually with well-defined requirements and minimal flexibility. Proposals should include precise pricing, compliance with technical specifications, and all required supporting documentation. Suppliers must ensure that their submissions are thorough and fully aligned with the expectations and standards set by the government entity.
